Carroll Engineering & Associates' office is located in Belvidere, Illinois to serve a geographic area including Metropolitan Chicago; Rockford, Illinois; and the Interstate 90 Corridor.

CE&A President Dana Carroll has been a practicing engineer since 1975. Mr. Carroll has 8 years' work experience in the public sector, along with 15 years' private consulting experience. Mr. Carroll has served as a chapter author for a new WEF/USEPA sponsored reference book that will provide much-needed assistance to collection system operations administrators. This book, Control of Infiltrations & Flow in Private Sewer Service Connections, discusses the latest techniques for private sector construction and inspection, along with proven administrative policies, including funding sources. The intent of the publication is to enhance the understanding of private sector infiltration and inflow sources, to minimize their impact on the main collection system. In addition, Mr. Carroll has co-authored Wastewater Collection Systems Management - Manual of Practice No. 7. Both books are available for purchase from the Water Environment Federation.

CE&A are participating members in good standing in the National Society of Professional Engineers, the American Society of Professional Engineers, and the Water Environment Federation.

  Do you perform structural engineering work?
  No. Many good structural engineers are listed in the telephone book.

  How much does it cost to design a septic system for a house?
  All design projects must address project site conditions and meet local codes. Therefore, each project must be considered individually. If you have a project in mind, we can provide an estimate of fees and project costs if you provide us with property descriptions, findings from soil borings, and building plans.

  Why do I have to provide stormwater detention on my project?
  Any activity on a parcel of land performed by humans usually increases runoff from the natural state of the land. Farming increases runoff from the original meadow or forest condition. Just driving on the land will compact the soil, reduce its absorption potential and increase runoff. Obviously buildings and parking lots increase runoff by covering the land with impervious materials. Our streams and rivers experience damaging erosion from this increased runoff and downstream flooding is usually increased.

  How do you decide how much detention is needed?
   Most communities have specific regulations about how to calculate runoff and required detention. Our work is always performed in compliance with these local codes.
